Article 4, Paragraph 3 Of The Regulations On The Safety Management Of Hazardous Chemicals Stipulates That Hazardous Chemical Units Shall Meet The Safety Conditions Required By Laws, Administrative Regulations, National Standards, And Industry Standards, Establish And Improve Safety Management Regulations And Job Safety Responsibility Systems, And Provide Safety Education, Legal Education, And Job Technical Training To Employees. Employees Should Receive Education And Training, And Work After Passing The Assessment; For Positions With Qualification Requirements, Personnel Who Have Obtained Corresponding Qualifications In Accordance With The Law Should Be Equipped.
Article 44: Drivers, Crew Members, Loading And Unloading Managers, Escorts, Declaration Personnel, And On-Site Inspectors Of Hazardous Chemical Road Transportation Enterprises And Waterway Transportation Enterprises Shall Pass The Assessment Of The Transportation Department And Obtain Professional Qualifications. The Specific Measures Shall Be Formulated By The Transportation Department Of The State Council. The Loading And Unloading Of Hazardous Chemicals Shall Comply With Safety Operation Standards, Regulations, And Systems, And Shall Be Carried Out Under The On-Site Command Or Monitoring Of Loading And Unloading Management Personnel. The Container Loading Operation Of Hazardous Chemicals Transported By Waterway Should Be Carried Out Under The Command Or Monitoring Of The Container Loading Site Inspector, And Comply With The Standards And Requirements For Loading And Isolation; After The Packing Operation Is Completed, The On-Site Inspector For Container Packing Should Sign The Packing Certificate.
